The Green Flag State Initiative


The Green Flag State Initiative (GFSI) is non-governmental organisation (NGO) under registration in Norway. It is established to enable flag states to lead the way in maritime decarbonisation.

The voluntary framework allows flag states to assess, validate, and incentivise the climate performance of their fleets in alignment with international and regional goals and measures such as the International Maritime Organization's greenhouse gas strategy, and the European Union's Emissions Trading Scheme and FuelEU Maritime.​

The GFSI targets flag states that are whitelisted under the White, Grey and Black List published in the Paris MoU Annual Report and prioritises registries that have already introduced, or are actively developing, green incentive schemes.

The GFSI’s primary offering is a globally standardised framework that includes:

Benchmarking system tailored for comparison of performance  across flag states, vessel segments, historical trends, and defined thresholds
Expert advisory support
Expert advisory support on emissions performance, and improvement pathways
Impact analysis
Validated emissions insights tailored to evaluate the impact of existing and planned decarbonisation measures  
Data integrity and validation

Toensure neutrality and maintain credibility, all emissions dataused within the GFSI is subject to independent validation. This provides aconsistent quality baseline for benchmarking, certification, and disclosure,and supports confidence in the Green Flag standard. 

Key principles:

  • Shipowners may use any emissions reporting provider that offers daily reporting
  • Regardless of the reporting provider, all submitted data must pass GFSI’s validation processes before it is used for benchmarking, certification, or disclosure
  • A single validation layer ensures consistent data quality, mitigates manipulation risk, and preserves the integrity of the GFSI
