Benefits for flag
states
By joining the Green Flag State Initiative (GFSI), flag states can:
  1. Enhance registry quality through access to validated emissions data, performance insights, and expert advisory

  2. Strengthen market position by establishing the registry as a transparent, credible, and future-ready Green Flag

  3. Estimate, measure and benchmark fleet-wide emissions performance using standardised, comparable methodologies

  4. Support shipowners by assuring compliance with global, regional and national emissions emissions regulations

  5. Recognise high-performing vessels through the award of a Green Flag Certificate

  6. Support the development of existing and future incentive schemes with trusted, independently validated emissions data

Benefits for ship
owners
Ship owners who voluntarily participate in daily emissions reporting gain:
  • A fully managed emissions reporting service, continuously updated to reflect evolving regulations

  • Ongoing data validation and simplified annual audits, reducing compliance risk, cost, and administrative burden

  • Possibility to promote credible climate performance when positioning for chartering, financing, and cargo partners

  • A single, streamlined data workflow, replacing fragmented reporting and manual administration

  • Ability to demonstrate above-benchmark performance and secure emerging opportunities in green freight premiums and sustainable finance

Flag states' role in shipping decarbonisation
Global shipping needs urgent climate action, and flag states can lead the way.
The challenge
Flag states sit at the heart of maritime regulation, yet they lack a clear role and tools to lead maritime decarbonisation.
The gap
The term “Green Flag” is widely used, but without shared standards, measurable criteria, or verified data, it delivers limited credibility or impact.
The solution
The GFSI establishes the first global, data-driven standard for green flags, enabling registries to lead the transition to low-carbon shipping.
GFSI principles

By signing the GFSI and joining the next-generation green flags, flag states commit to the following set of principles.

Accountability
Encourage, support, and facilitate daily vessel emissions reporting among registered ship owners.
Acknowledgement
Acknowledge and reward validated climate performance through the Green Flag Certificate and optional incentives.
Transparency
Promote transparency by disclosing climate performance at an aggregated level that respects commercial sensitivities.
Alignment
Align with the IMO DCS and the EU MRV reporting systems to ensure credible analysis across unified frameworks.
